Abstract

Auf dem Gipfeltreffen in Lissabon am 19. November 2010 hat die Allianz ein neues strategisches Konzept unter dem Leitmotiv »Active Engagement, Modern Defence« verabschiedet. Nach kontroverser Diskussion über Fragen wie die künftige Rolle von Nuklearwaffen und die Beziehungen zu Russland hat sie einen konzeptionellen Rahmen für die Kontinuität gemeinsamen Handelns vereinbart. Er ist gekennzeichnet von einer Aufwertung der Kernverpflichtung zu kollektiver Verteidigung nach Artikel 5 des Washingtoner Vertrags, der Fortsetzung aktiven Engagements, aber auch der globalen Kooperation im internationalen Krisenmanagement und der Entscheidung, eine bündnisgemeinsame Raketenabwehr in Europa aufzubauen. Erst die Umsetzung der ambitionierten Strategie wird erweisen, wie weit die deklaratorische Handlungseinheit in der Praxis trägt. Sie erfordert koordinierte politische, konzeptionelle, strukturelle und finanzielle Folgeentscheidungen der Bündnispartner. Hohe Erwartungen an angemessene deutsche Bündnisbeiträge werden auch die Berliner Politik herausfordern
