Machtgewinn des Militärs im Innern: Problematische Entwicklung zivil-militärischer Beziehungen in Südamerika

Abstract

Die Verteidigungsausgaben in Südamerika steigen. In Medienbeiträgen und Politikanalysen wird daher die Befürchtung artikuliert, die Region befinde sich auf dem Weg in einen Rüstungswettlauf. Indes sind zwischenstaatliche Auseinandersetzungen unwahrscheinlich, trotz Spannungen in der Andenregion. Das Vorgehen der brasilianischen Armee in den Favelas von Rio de Janeiro Ende November zeigt beispielhaft, dass das Militär aktuell hauptsächlich im Innern der Staaten eingesetzt wird. Eine klare Definition der Zuständigkeit der Streitkräfte bei gleichzeitiger Stärkung ihrer zivil-demokratischen Kontrolle ist aus rechtsstaatlichen Gründen zwingend geboten. Beides kann jedoch sinnvollerweise nur im Rahmen einer umfassenden Reform des Sicherheitssektors erfolgen
