Mehr Pragmatismus, weniger Geopolitik: Effiziente Ansätze für die Energieversorgungssicherheit der EU

Abstract

Die Umsetzung des im März 2007 beschlossenen EU-Energieaktionsplans war bislang an den Zielen Wirtschaftlichkeit und Nachhaltigkeit der europäischen Energieversorgung ausgerichtet. Das dritte Hauptziel der EU-Energiestrategie, Versorgungssicherheit, wurde nur nachrangig behandelt. Mit dem »Energy Security and Solidarity Action Plan« hat die EU-Kommission nun erstmals auch für diesen Bereich ein Maßnahmenpaket vorgestellt, das einige bemerkenswerte Akzentverschiebungen vornimmt. Leitend sind nicht mehr geopolitische, sondern ausgesprochen pragmatische Überlegungen. Fortschritte bei der Gewährleistung von Energieversorgungssicherheit sollen verstärkt durch EU-interne Maßnahmen erreicht werden - vor allem durch Verbrauchseinsparungen, die Förderung erneuerbarer Energieträger, den Ausbau der Infrastruktur und Mechanismen der solidarischen Krisenreaktion
