Der Streit um die Domain .org: Spiegelbild der Konflikte um die Legitimität von ICANN

Abstract

Seit 2003 wurde die Web-Domain .org von der Non-Profit-Organisation Public Internet Registry (PIR) verwaltet. Nun soll die PIR an die private Investmentfirma Ethos Capital verkauft werden. Viele zivilgesellschaftliche Organisationen nutzen .org-Domains. Sie fürchten Preissteigerungen, politische Einschränkungen und Sicherheitsrisiken. Mit seinem diplomatischen Gewicht sollte Deutschland diesen Sorgen bei der Entschei­dung über .org Geltung verschaffen. Der Streit um .org hat aber noch eine zweite Dimension: Ein weiteres Mal zeigt sich, dass die Internet Corporation for Assigned Names and Numbers (ICANN) nicht über die Legitimität verfügt, strittige politische Fragen zu entscheiden. Dieses strukturelle Problem wird sich so bald nicht lösen lassen. Deutschland sollte sich daher um diplomatische Schadensbegrenzung bemühen, auch in kritischer Auseinandersetzung mit dem ICANN-Vorstand. Die diesjährige Jahreshauptversammlung von ICANN in Hamburg bietet dafür eine gute Gelegenheit.
