Die EU-Zusammenarbeit beim Kampf gegen den internationalen Terrorismus: Fortschritte seit 2015 und künftige Prioritäten

Abstract

Der Anschlag auf den Berliner Weihnachtsmarkt im Dezember 2016 hat nicht nur eine nationale Debatte über die innere Sicherheit angestoßen, sondern gibt auch Anlass zur Überprüfung der europäischen Anstrengungen gegen den internationalen Terrorismus. Die seit 2015 ergriffenen Maßnahmen zur Verbesserung des Austauschs polizeilicher Informationen und zur Verschärfung der Personenkontrollen beginnen zwar Früchte zu tragen. Die zusätzlich geplante Einführung intelligenter Kontrollsysteme an den EU-Außengrenzen kann jedoch nur bedingt als Antwort auf die aktuelle Bedrohungslage gelten. Intensiver diskutiert werden sollte stattdessen über die Koordinierung von Rückführungen von Drittstaatsangehörigen, über den Beitrag, den die EU-Außenpolitik zur Erhöhung der Sicherheit in Europa leisten könnte, und über die Intensivierung der europäischen geheimdienstlichen Zusammenarbeit.
