Am Ende des Bürgerkriegs in Sri Lanka: Neue politische Konstellationen, alte Herausforderungen

Abstract

Nachdem die srilankische Armee im Januar 2009 Kilinochchi eingenommen hat, die inoffizielle »Hauptstadt« der Liberation Tigers of Tamil Eelam (LTTE), neigt sich der seit über zwanzig Jahren andauernde Bürgerkrieg dem Ende zu. Damit ist aber der zugrundeliegende Konflikt über die Frage der regionalen Autonomie der Tamilen noch nicht beigelegt. Mit dem Ende der militärischen Konfrontation wird diese Frage wieder zu einem Gegenstand parlamentarischer Auseinandersetzung. Vermutlich werden neue tamilische Parteien an die Stelle der LTTE treten. Der Schlüssel zu einer politischen Lösung liegt jedoch weiterhin auf Seiten der singhalesischen Volksparteien. Solange sie nicht zu politischen Kompromissen und entsprechenden Verfassungsänderungen bereit sind, wird es keine dauerhafte Lösung geben
