Kräftemessen im US-Kongress: Republikaner und Demokraten streiten um bilaterale Freihandelsabkommen

Abstract

Am 4. Dezember 2007 stimmte der Senat mit großer Mehrheit (77 zu 18) für das US-Peru Trade Promotion Agreement (PTPA). Das Repräsentantenhaus hatte bereits am 8. November mit 285 zu 132 Stimmen für eine Liberalisierung der bilateralen Handelsbeziehungen votiert. PTPA ist das erste bilaterale Freihandelsabkommen, das den Ratifizierungsprozess im Kongress erfolgreich durchlaufen hat, seit die Demokraten bei den Zwischenwahlen Ende 2006 die Mehrheit in beiden Kammern gewonnen haben. Die Abstimmung über das PTPA ist indes kein Zeugnis für eine parteienübergreifende Freihandelsmehrheit. Der Vorsitzende des Finanzausschusses des Repräsentantenhauses, der Demokrat Charles Rangel, kündigte an, dass die besonders umstrittenen bilateralen Freihandelsabkommen mit Panama, Kolumbien und Südkorea - wenn überhaupt - erst im Laufe des Jahres auf die Agenda gelangen werden.
