Wieder Hühnchen mit der EU zu rupfen? Umstrittene Geflügelexporte nach Afrika. Nachhaltige Handelspolitik

Abstract

Im Zusammenhang mit der Unterzeichnung von Wirtschaftspartnerschaftsabkommen zwischen der EU und afrikanischen Regionen hat ein altes Thema wieder Konjunktur: Wenn die afrikanischen Partnerländer ihre Märkte teilweise öffnen, könnten Importprodukte wie Hühnerteile, insbesondere bei künstlicher Verbilligung durch europäische Agrarsubventionen, die lokale Produktion in Afrika gefährden. Kritiker/innen zufolge droht dies Ernährungskrisen auszulösen, den Ländern ihre Zukunftsperspektiven zu rauben und damit letztlich Fluchtursachen zu verstärken. Bei näherem Hinsehen zeigt sich aber, dass die schwache afrikanische Eigenproduktion eine Reihe von Ursachen hat - zur Lösung des Problems ist ein ganzes Bündel an Politikmaßnahmen nötig.
