Abstract

Frankreich und Großbritannien setzen neue Zeichen: Zwölf Jahre nach der Erklärungvon St. Malo, mit der beide Länder den Aufbau der Europäischen Sicherheits- undVerteidigungspolitik anregten, beschließen sie in einem beispiellosen Schulterschlusseine vorläufige Abkehr von der GSVP. Was am 2. November 2010 beim französisch-britischen Gipfel vereinbart wurde, ist deutlich mehr als ein Sparpaket. Der bilaterale Gleichklang fordert die anderen EU-Partner heraus, in der GSVP klare Verpflichtungen einzugehen und damit deutlich zu machen, was von der EU in der Sicherheits- und Verteidigungspolitik künftig zu erwarten ist
