Reform der Bundeswehr: Chancen und Risiken des Personalabbaus

Abstract

Im Oktober 2010 veröffentlichte die Strukturkommission der Bundeswehr ihren Bericht »Vom Einsatz her denken«. Wie auch der Bericht des Generalinspekteurs vom September 2010 enthält er Empfehlungen für eine strategische und strukturelle Neuausrichtung der Bundeswehr. Diese soll kleiner und effizienter werden, um sie den Erfordernissen des Einsatzes besser anpassen zu können. Der Personalabbau soll nicht nur Grundwehrdienstleistende betreffen. Bis zu 40 000 der 188 000 Berufs- und Zeitsoldatenkönnten zur Disposition stehen. Die praktische Umsetzung ist unklar. Je nachdem wie die Personalreduzierung verläuft, ergeben sich Chancen oder Risiken für die Einsatzfähigkeit der Bundeswehr und die Zukunftsfähigkeit ihres Personals. Damit die Reformziele erreicht werden können, müssen zuvor Rahmenbedingungen und mögliche Folgen der Reform analysiert werden
