Partizipation als Mehrwert der Makroregionen: Das Entwicklungspotential makroregionaler Zusammenarbeit in Europa

Abstract

Mit den europäischen Makroregionen und den dazugehörigen EU-Strategien ist ab 2007 ein neues Format regionaler Zusammenarbeit im EU-Rahmen entstanden. Das Konzept bietet sinnvolle Ansätze für eine engere regionale Kooperation und Integration. Bislang hat die makroregionale Zusammenarbeit aber nur begrenzten Mehrwert im regionalen wie im europäischen Kontext, und es mangelt an konkreten inhaltlichen Ergebnissen. Dennoch ist die Frage interessant, inwiefern eine effektive makroregionale Kooperation dazu beitragen kann, die europäische Integration auf regionaler Ebene zu stärken. Denn einer der Vorteile des Formats ist der partizipative Ansatz, mit dem es gelingen könnte, regionale, lokale und zivilgesellschaftliche Strukturen verstärkt in die Gestaltung regionaler und europäischer Integration einzubeziehen
