Das Europäische Parlament und die Corona-Pandemie: In der Krise ist das EP meist Zuschauer

Abstract

Seit Anfang 2020 haben die EU-Institutionen mit einer Reihe von Sondermaßnahmen auf die Corona-Pandemie reagiert, um die Eindämmungsbestrebungen der Mitgliedstaaten zu koordinieren und europäische Mittel für einen gemeinsamen Wiederaufbau zur Verfügung zu stellen. Mit dem EU-Wiederaufbaufonds werden Weichen gestellt, welche die europäische Integration prägen werden. Dennoch ist das Euro­päische Parlament trotz seiner Haushaltsrechte bei den meisten dieser Entscheidungen Zuschauer geblieben, wie bei Euro- und Flüchtlingskrise. Um die demokratische Legitimation und die europäische Perspektive zu stärken, sollte das EP kurzfristig intensiver in den EU-Wiederaufbaufonds eingebunden werden und langfristig eine Mitentscheidungsrolle bei EU-Kriseninstrumenten bekommen.
