Transparenz im Rohstoffhandel: US-Finanzgesetz soll Handel mit Konfliktressourcen eindämmen

Abstract

Versteckt im Finanzreformgesetz und wenig beobachtet von der Öffentlichkeit verabschiedete der US-Kongress im Sommer eine rechtlich bindende Transparenzverpflichtung für den Handel mit metallischen und energetischen Rohstoffen. Damit übernimmt die US-Regierung international eine Vorreiterrolle: Bisherige Ansätze wie die Extractive Industries Transparency Initiative, die für mehr Transparenz von Zahlungsströmen sorgen soll, oder auch der Kimberley-Prozess zur Zertifizierung von Diamanten sind lediglich freiwilliger Natur. Die US-Initiative ist gut gemeint, nationale Alleingänge sind jedoch wenig vielversprechend. Die EU sollte sich dafür einsetzen, dass das Thema in die G8-Agenda für 2011 aufgenommen wird
