1944 oder 1933? Die Risiken der geplanten Weltfinanzkonferenzen

Abstract

In den Jahren vor dem Ausbruch der gegenwärtigen Finanzkrise wurde in den OECD-Ländern der Schwächung jener Institutionen kaum Beachtung geschenkt, die der Regulierung der internationalen Finanzmärkte dienen. Finanzkrisen ereigneten sich in Entwicklungs- und Schwellenländern, nicht jedoch im Herzen der kapitalistischen Welt. Seit der Verschärfung der Krise im September 2008 ist ein umso größerer Tatendrang zu beobachten. Eine Serie von Weltfinanzkonferenzen soll helfen, die akute Finanzkrise zu bewältigen. Das erste dieser Gipfeltreffen wird am 15. November 2008 in Washington stattfinden. Die mit dieser Konferenz einhergehenden Risiken sind allerdings erheblich. Angesichts divergierender Interessen und der äußerst kurzen Vorbereitungsfrist sind substantielle Vereinbarungen kaum zu erwarten. Ein Fehlschlag aber könnte eine globale Regulierung künftig erschweren
