Mehr Demokratie oder eine Stärkung religiös-konservativer Kräfte? Das Referendum zur Verfassungsänderung in der Türkei

Abstract

Die Volksabstimmung zur Verfassungsänderung in der Türkei im September hat die Rechte der Gewerkschaften und die Gleichberechtigung gestärkt, den Schutz der Privatsphäre verbessert, die Reisefreiheit erweitert, die Verurteilung von Zivilisten durch Militärgerichte ausgeschlossen und die Institution des Ombudsmanns eingeführt. Trotzdem haben viele Gewerkschaften und NGOs unter Führung der Republikanischen Volkspartei (CHP) gegen diese Änderungen mobil gemacht und beim Referendum mit Nein gestimmt. In ihren Augen führen andere Regelungen des Pakets dazu, dass die Judikative zum Spielball von Regierung und Parlament wird, wo die Partei für Gerechtigkeit und Entwicklung (AKP) den Ton angibt. Wie ist da der hohe Sieg der Regierung mit 58 Prozent Ja-Stimmen zu bewerten? Ist er ein Schritt zu mehr Demokratie und ein Indiz für die Zurückdrängung der »Vormundschaft, die Militär, Bürokratie und hohe Justiz über die Politik errichtet haben«, wie es von Seiten der Regierung heißt? Oder ist er das erste Zeichen für eine neue »Vormundschaft« der religiös-konservativen Kräfte, wie die Gegner der Verfassungsänderung behaupten?
