Ein zivil-militärisches Hauptquartier für die EU: Die Initiative des Weimarer Dreiecks belebt die laufende Debatte

Abstract

Im April 2010 lancierten die Außenminister der Staaten des sogenannten Weimarer Dreiecks - Polen, Frankreich und Deutschland - eine Initiative zur Stärkung der Gemeinsamen Sicherheits- und Verteidigungspolitik (GSVP). Kernelement ist der Aufbau permanenter zivil-militärischer Planungs- und Führungsstrukturen für EU-Einsätze, kurz: ein EU-Hauptquartier. Das wäre eine signifikante Verbesserung gegenüber dem Status quo, in dem die Strukturen zwischen EU-Ebene und Mitgliedstaaten verteilt sind. Dies verhindert eine wirtschaftliche Nutzung der Ressourcen, bedeutet Zeitverlust und eine verminderte operative Leistungsfähigkeit des EU-Krisenmanagements. Vergleichbare Initiativen sind bislang an politischen Bedenken gescheitert. Will sich die EU weiterhin im Krisenmanagement engagieren und auch die komplexen zivil-militärischen Aufgaben abdecken, kann sie auf eigene Strukturen kaum verzichten
