Überraschungen in der Ukraine: Die Demokratie auf dem Rückzug, Russland auf dem Vormarsch

Abstract

Als Viktor Janukowytsch im Februar 2010 die ukrainischen Präsidentschaftswahlen gewann, waren sich die meisten Beobachter einig, welchen Kurs er in der Außenpolitik einschlagen würde. Man glaubte, die Ukraine werde zu einer ausgewogenen, »multi-vektoralen« Politik zurückkehren und dabei ihre Beziehungen zu Russland verbessern. Innenpolitisch befürchtete man zwar eine gewisse Einschränkung der Pressefreiheit. Ansonsten aber erwartete man, dass der Pluralismus im Land grundsätzlich erhalten bleiben und keine Kehrtwende im Demokratisierungsprozess eintreten würde. Über solche Prognosen gehen Ausmaß und Tempo der Veränderungen inzwischen weit hinaus. Für Deutschland und die EU ist es entsprechend schwierig, Janukowytschs Ziele richtig einzuschätzen
