Bewegung in Kuba: Politik des Abwartens oder Zeit für Initiativen?

Abstract

Verschiedene Indizien deuten darauf hin, dass sich in Kuba eine langsame Öffnung vollzieht. So ist neben vorsichtigen Schritten zur Erweiterung der kulturellen Freiheiten zu beobachten, dass Vertreter der herrschenden Eliten massive Defizite bei der wirtschaftlichen Lage des Landes und der Versorgung der Bevölkerung eingestehen. Interimspräsident Raúl Castro scheint einen pragmatischen Kurs wirtschaftlicher Anpassungen zu steuern, der sich von der stark ideologisch geprägten Position seines kranken Bruders Fidel Castro abhebt. Nach den anstehenden Wahlen und Neubesetzungen im Staats- und Ministerrat könnte dies deutlicher sichtbar werden. Allerdings bleibt der sich andeutende Öffnungsprozess unsicher und dürfte von ideologischen Querschüssen begleitet sein. Daher sollte er von außen durch technische, wissenschaftliche und kulturelle Zusammenarbeit bilateraler Art unterstützt werden
