EU-Migrationspolitik nach Lissabon und Stockholm: Neue Kompetenzen, bessere Politik?

Abstract

Der Vertrag von Lissabon soll unter anderem die Entscheidungsverfahren in der europäischen Asyl- und Migrationspolitik verbessern und Kompetenzstreitigkeiten zwischen den europäischen Institutionen beenden. Inhaltliche Vorgaben dazu soll das Stockholmer Programm liefern, der neue Fünfjahresplan für die EU-Innen- und Justizpolitik. Allerdings könnte der Lissabon-Vertrag die Entscheidungsfindung durchaus auch erschweren, und das - noch unveröffentlichte - Stockholmer Programm weist so große strategische Mängel auf, dass es dem Ziel einer gemeinsamen Politik kaum dienlich sein dürfte. In der Asyl- und Migrationspolitik ist daher eher mit einem Fortbestand der Defizite als mit grundlegendem Wandel zu rechnen
