Auf dem Weg zur Unabhängigkeit des Südsudan: Schwierige Verhandlungen über die Zeit nach dem Referendum

Abstract

Im Sudan richtet sich derzeit das gesamte Augenmerk auf die Vorbereitungen für das Referendum zur Unabhängigkeit des Südens, das für den 9. Januar 2011 angesetzt ist. Die südliche Regierung und maßgebliche internationale Akteure erwarten ein klares Votum für die Unabhängigkeit. Während nach außen hin vor allem die Streitpunkte zwischen den Regierungen in Khartum und im Südsudan bezüglich des Referendums Aufmerksamkeit erregen, finden hinter den Kulissen Verhandlungen über Vereinbarungen für die Zeit danach statt. Verlauf und Ausgang dieser Verhandlungen haben einen entscheidenden Einfluss auf das mit dem Sezessionsprozess verbundene Risiko bewaffneter Konflikte. Denkbar ist, dass Kompromisse auf wechselseitige Abhängigkeiten gebaut und von externen Akteuren forciert und gefestigt werden. Wo keine solchen Interdependenzen bestehen, könnten Vereinbarungen durch äußere Unterstützung abgesichert werden. Mögliche Instrumente wären zum Beispiel ein konditionierter Schuldenerlass oder eine UN-Mission zur Verifizierung von Sicherheitsabkommen. Unabhängig vom Ausgang des Referendums bieten wirtschaftliche Interdependenzen die beste Aussicht für Stabilität
