Politischer Umbruch in Sri Lanka: Innen- und außenpolitische Folgen der Parlamentswahl vom 5. August 2020

Abstract

Die Ergebnisse der 16. Parlamentswahl in Sri Lanka bedeuten in mehrfacher Hinsicht einen politischen Umbruch. Erstens verfügt die 2016 gegründete Sri Lanka Podujana Peramuna (SLPP) mit ihren Verbündeten nun über eine Zweidrittelmehrheit im Parlament. Premierminister Mahinda Rajapakse und sein Bruder, Präsident Gotabaya Rajapakse, haben daher freie Hand, eine neue Verfassung durchzusetzen. Diese wird ihre Machtfülle und die Privilegien der buddhistischen Bevölkerungsmehrheit stärken. Zweitens ist das schwache Abschneiden etablierter Parteien - etwa der United National Party (UNP) und Sri Lanka Freedom Party (SLFP), die seit der Unabhängigkeit 1948 die politische Entwicklung geprägt haben - usdruck eines Elitenwandels. Drittens schwächt die Fragmentierung der tamilischen Parteien deren traditionelle Forderung nach größerer regionaler Autonomie. Sollten die Rajapakse-Brüder wie in der letzten, 2015 beendeten Amtszeit Mahindas erneut einen autoritären Kurs einschlagen, wird die gesellschaftliche Polarisierung sowohl innerhalb der singhalesischen Mehrheit als auch bei den Minderheiten erneut zunehmen.
