Krisenfall Lateinamerika: Warum die Region ihre Konflikte nicht eigenständig lösen kann

Abstract

Lateinamerika zeigt sich und der Welt gegenwärtig seine Grenzen auf, wenn es darum geht, regionale Krisen eigenständig zu überwinden. Dies ist umso bedenklicher, als das Konfliktpotential in der Region wächst. Verantwortlich dafür sind die gestiegene Heterogenität politischer Herrschaftsformen, auseinanderdriftende Entwicklungsmodelle, fragmentierte Identitäten und innenpolitische Gegensätze. Interne und zwischenstaatliche Dimensionen spielen ineinander, verstärken und blockieren sich gegenseitig. Trotz vielfältiger institutioneller Arrangements fehlen der Region bislang effektive Instrumente der Konfliktregelung. Die Krise nach dem Putsch in Honduras und der eskalierende Streit zwischen Kolumbien und Venezuela zeigen, wie gering die Fähigkeiten Lateinamerikas entwickelt sind, konkrete Maßnahmen der Krisenbewältigung zu ergreifen
