Pakistan nach der Flut: Wachsende Instabilität und ein Rückschlag im Kampf gegen den Terror

Abstract

Die Folgen der Flutkatastrophe haben die ohnehin prekäre innenpolitische Stabilität Pakistans weiter geschwächt. Das Versagen der Regierung bei der Krisenbewältigung hat das Ansehen der Parteien und der Demokratie beschädigt. Dabei wirft die Politisierung der Katastrophenhilfe und des Wiederaufbaus die Frage nach künftigen politischen Konstellationen auf. Die bislang schon unzureichende wirtschaftliche Entwicklung des Landes hat unter der Zerstörung der Infrastruktur weiter gelitten. Zugleich ist die Versorgung der Binnenflüchtlinge nicht nur eine humanitäre Aufgabe, sondern auch eine neue sicherheitspolitische Herausforderung für die Streitkräfte. Der Kampf gegen die Taliban wird damit wohl auf dem Status quo verharren, was auch einen Rückschlag für die Stabilisierung Afghanistans bedeutet
