Modernisierung der französischen Sicherheits- und Verteidigungspolitik: Das Weißbuch "Verteidigung und nationale Sicherheit" und seine Umsetzung

Abstract

Am 17. Juni 2008 stellte der französische Präsident Nicolas Sarkozy das Weißbuch »Verteidigung und nationale Sicherheit« vor. Dem Dokument zufolge soll Frankreich seine Verteidigungspolitik tiefgreifend reformieren, um sich für die kommenden 15 Jahre effektiv gegen die Bedrohungen einer globalisierten Welt schützen zu können. Das Weißbuch leitet institutionelle, militärische und politische Veränderungen der nationalen Sicherheits- und Verteidigungspolitik ein. Zudem gab Premierminister François Fillon am 24. Juli mit der Vorstellung der »Carte militaire« die größte Umstrukturierung der französischen Streitkräfte seit dem Beschluss zur Abschaffung der Wehrpflicht 1996 bekannt. Mit den beiden Papieren unterstreicht die Regierung in Paris ihren Willen, Frankreich auch im Bereich der Sicherheits- und Verteidigungspolitik grundlegend zu modernisieren
