Birma jenseits der Wahlen: Wirtschaftliche Perspektiven und Empfehlungen für einen Politikwechsel der EU

Abstract

Mit der Ankündigung demokratischer Wahlen und der Festlegung des Wahltermins auf den 7. November 2010 hat Birmas Militärregierung das Thema vorgegeben, das die nationale und internationale Diskussion über die politische Zukunft des Landes vollkommen beherrscht. Probleme der wirtschaftlichen Entwicklung Birmas nehmen in dieser Diskussion dagegen einen sehr viel geringeren Stellenwert ein, obgleich die Defizite auf diesem Gebiet offenkundig sind. Nach wie vor wird das enorme ökonomische Potential dieses Landes größtenteils vergeudet und nicht systematisch ausgeschöpft. In den vergangenen Monaten haben die Militärs einige wirtschaftspolitische Kursänderungen angekündigt, doch für eine wirkliche Wende zum Besseren sind sehr viel tiefergehende Veränderungen notwendig, die sich nur über einen längeren Zeitraum hinweg realisieren lassen. Die EU und andere internationale Akteure können hierzu wichtige Beiträge leisten, wenn sie ihre Unterstützung Birmas nicht länger von politischen Vorbedingungen abhängig machen, sondern nach dem Grundsatz agieren, dass wirtschaftliche Konsolidierung eine wesentliche Voraussetzung politischer Transformation sein kann
