Neue Hoffnung für Zypern?

Abstract

Am 3. September sollen unter der Ägide der Vereinten Nationen neue Verhandlungen zur Überwindung der Teilung Zyperns beginnen. Darauf haben sich die Präsidenten der beiden Seiten, Dimitris Christofias und Mehmet Ali Talat, am 25. Juli verständigt. Während der vorangegangenen Gespräche ließen sie den starken Willen erkennen, zu einer Lösung zu gelangen. Deutlich wurde allerdings auch, dass ihre Positionen in wesentlichen Fragen noch weit auseinander liegen. Hinzu kommt, dass die Zustimmung der Türkei - notwendige Bedingung für ein Abkommen - nicht sicher ist. Die EU wird bei der temporären Anpassung des Besitzstandes an eine Zypern-Regelung eine wichtige Aufgabe erfüllen müssen. Sie ist jedoch kein neutraler Dritter mehr, seit die Republik Zypern zu ihren Mitgliedstaaten zählt. Die UN werden ihre »guten Dienste« zu leisten haben, falls die Gespräche zum Stillstand kommen sollten. Der Ausgang der Verhandlungen ist jedenfalls völlig ungewiss - trotz aller optimistischen Töne von der Insel
