Der Ausbau von Frontex: Symbolische Maßnahmen und langfristige Veränderungen im EU-Grenzschutz

Abstract

Die Stärkung des Außengrenzschutzes bleibt in der Migrationspolitik der kleinste gemeinsame Nenner der Mitgliedstaaten der Europäischen Union (EU). Der Ausbau der Europäischen Agentur für die Grenz- und Küstenwache (Frontex) ist Anfang November formell verabschiedet worden. Er wird jedoch nur wenig dazu beitragen können, die drängenden Herausforderungen in der europäischen Migrationspolitik zu meistern. Das Ziel, Frontex 10 000 Grenzschutzkräfte zu unterstellen, kann nur mittelfristig eingelöst werden. Während einige Außengrenzstaaten der EU zum Teil rechtswidrige Praktiken bei der nationalen Grenzsicherung anwenden, wird Frontex zunehmend rechtlich kontrolliert; operative Missionen sind nur mit einer Einladung der jeweiligen Einsatzstaaten möglich. Ohne rechtsstaatliche Prinzipien zu verletzen, werden sich durch Frontex allein die Rückführungen ausreisepflichtiger Personen nicht beschleunigen lassen. Dennoch bietet die kommende Frontex-Reform einen technischen Mehrwert für die Sicherung der EU-Außengrenzen. Unter geänderten politischen Umständen kann sie Vorreiter sein für eine echte operative Sicherheits­zusammenarbeit in der EU.
