Großbritannien: "Being nice to a sceptic?". Warum es sich lohnt, in den schwierigen EU-Partner zu investieren

Abstract

Ob die Konservative Partei bei der nächsten Wahl die Labour-Regierung ablösen wird oder nicht: Ihre Einstellung zu Europa wird den Aktionsradius der EU künftig entscheidend mitbestimmen. Der erst ansatzweise beigelegte Richtungsstreit zwischen »Europa-Pragmatikern« und »Europa-Ideologen« in der Konservativen Partei wird es besonders schwer machen, das zentrale Spannungsverhältnis in der britischen Europapolitik konstruktiv aufzulösen - hier distanzierter Pragmatismus, dort traditionelle Europa-skepsis. Unter dem Vertrag von Lissabon und mit einem neuen EU-Ratspräsidenten und einer neuen Hohen Repräsentantin, die sich allerdings erst noch bewähren müssen, sind die Handlungsmöglichkeiten der EU gewachsen. Angesichts dessen sollten die Mitgliedstaaten jetzt im Eigeninteresse politisch in Großbritannien investieren. In einem »offenen Dialog« könnten sie Gegenleistungen für Rücksichtnahmen einfordern
