Russland und die OSZE: Zum Spannungsverhältnis zwischen Gleichheit und Verpflichtung

Abstract

Ende November kam der Ministerrat der Organisation für Sicherheit und Zusammenarbeit in Europa (OSZE) in Madrid zusammen. Bei dieser Zusammenkunft wurde ebenso wie bei der vorausgegangenen Auseinandersetzung zwischen Russland und dem Büro für demokratische Institutionen und Menschenrechte (ODIHR) erkennbar, dass Russland die OSZE umzugestalten versucht. Es geht ihm vor allem darum, die Rolle der »menschlichen Dimension« von Sicherheit (sprich: demokratische Prinzipien und Menschenrechtsschutz) zugunsten jener der politisch-militärischen Dimension zu reduzieren. Während eine solche Reduzierung wenig Zustimmung unter den OSZE-Staaten fand, konnte sich Russland mit einem anderen Ansinnen durchsetzen: Kasachstan wird im Jahr 2010 den OSZE-Vorsitz übernehmen. Durch diese problematische Entscheidung könnte der Stellenwert der menschlichen Dimension am Ende doch noch herabgemindert werden. In der weiteren Debatte werden sich die europäischen Staaten zu fragen haben: Gilt die Gleichheit der OSZE-Mitglieder auch dann, wenn ein Staat seine Pflicht zur Einhaltung der OSZE-Prinzipien verletzt?
