Internationale Pläne, libysche Realitäten: Die Beschwichtigung Khalifa Haftars droht den Konflikt zu verschärfen

Abstract

Vor fast acht Monaten begann der Angriff der 'Libysch-Arabischen Streitkräfte' Khalifa Haftars auf Tripolis. Ein Ende der Kampfhandlungen ist nicht in Sicht. Die laufenden diplomatischen Bemühungen ignorieren die Realitäten vor Ort. Die derzeitigen Kräfteverhältnisse bieten keine Chance, zu einem politischen Prozess zurückzukehren. Dafür bedürfte es entweder robuster internationaler Sicherheitsgarantien oder die beiden sich bekämpfenden Lager müssten zerfallen. Solange Haftar in Tripolis vorrücken kann, werden er und seine externen Unterstützer Verhandlungen nur als Taktik nutzen, um ihre Gegner zu spalten und die Macht zu ergreifen. Wollen Deutschland und andere westliche Regierungen eine Verhandlungslösung herbeiführen, sollten sie auf die Schwächung von Haftars Allianz hinarbeiten - und letztlich auf die Zeit nach Haftar.
