Ein Europäischer Sicherheitsrat: Mehrwert für die Außen- und Sicherheitspolitik der EU?

Abstract

Ein Europäischer Sicherheitsrat (ESR) werde, so die Vorstellung der Bundesregierung, die Europäische Union (EU) in der internationalen Politik entscheidungsbereiter und damit handlungsfähiger machen. Gelinge es der EU und ihren Mitgliedstaaten nicht, zügiger kohärente Beschlüsse zu fassen und umzusetzen, schwänden ihre Fähigkeiten, europäischen Regelwerken (weiter) Geltung zu verschaffen und multilaterale Formate zu stärken. Daher müssten die diplomatischen, finanziellen und militärischen Res­sourcen der EU-27 um ein For­mat ergänzt werden, in dem die zwischenstaat­liche Kooperation besser funktioniere. Diese Idee wird jedoch nur dann Gestalt annehmen können, wenn die Bundesregierung darlegen kann, welchen Mehrwert ein solches Gremium erbringt, und wenn sie selbst mehr außenpolitischen Gestaltungswillen im EU-Rahmen zeigt.
