Abstract

Die Unterzeichnung der Charta des Verbandes Südostasiatischer Nationen (Asean) am 20. November 2007 wurde bereits im Vorfeld als Meilenstein in der Geschichte der Organisation gepriesen, die in diesem Jahr ihr vierzigjähriges Bestehen feierte. Mit der Charta wollen die zehn Mitgliedstaaten einen bindenden rechtlichen und institutionellen Rahmen schaffen, der die regionale Zusammenarbeit auf ein höheres Niveau heben soll. Bis zum Jahr 2020 soll eine Gemeinschaft entstehen, die auf einem sicherheitspolitischen, einem wirtschaftlichen und einem sozio-kulturellen Pfeiler ruht. In Anlehnung an das Integrationsmodell der Europäischen Union (EU) wollen die Asean-Mitglieder den zwischenstaatlichen Vergemeinschaftungsprozess institutionell stärker verregeln. Zwar verzichtet die Asean im Gegensatz zur EU darauf, supranationale Strukturen zu errichten. Ihre Charta ist jedoch Ausdruck der Erkenntnis, dass die Diversifizierung und Vertiefung der Integration ohne entsprechenden institutionellen Rahmen nicht erfolgreich sein kann. (SWP-aktuell / SWP)
