Der veränderte Kontext für Reformen in der Ukraine: Die sicherheitspolitische Agenda überlagert die Reformbemühungen

Abstract

Nach knapp zweieinhalb Jahren, in denen Wolodymyr Selenskyj als Präsident der Ukraine amtiert, scheinen Reformen in Schlüsselbereichen zu stocken. Gleichzeitig setzen er und sein Team im innen- wie außenpolitischen Diskurs mehr denn je auf Sicherheitsthemen. Für Deutschland und die EU könnte es in dieser Situation sinnvoll sein, Reformprozesse und Sicherheitsfragen stärker als bislang miteinander zu verknüpfen und klarer zu machen, welche Bedeutung der Ukraine im europäischen Sicherheitsgefüge zukommen soll. Nur wenn darüber Klarheit herrscht, vermögen sie konsequent zu entscheiden, welche Reformen sie auch in Zukunft gezielt unterstützen oder gar zur Bedingung finanzieller Hilfen machen wollen. Die ukrainische Seite wiederum könnte im Wissen darum bewusster über ihre Reformprioritäten entscheiden.
