Der INF-Vertrag vor dem Aus: Ein neuer nuklearer Rüstungswettlauf könnte dennoch verhindert werden

Abstract

Präsident Trump will den Vertrag über das Verbot landgestützter Mittelstrecken­systeme (INF) von 1987 kündigen. Dessen Ziel war es, den nuklearen Stationierungswettlauf der USA und der damaligen Sowjetunion in Europa zu beenden. Trump begründet seine Absicht damit, dass Russland den Vertrag verletzt habe. Moskau bestreitet dies und wirft seinerseits Washington Vertragsbruch vor. Laut Trump gefährde auch Chinas INF-Potential die strategische Stellung der USA. Washingtons uni­laterales Handeln widerspricht jüngsten Positionen der Nato. Sollten die Vereinigten Staaten den INF-Vertrag verlassen, würde ein weiterer Eck­pfeiler der europäischen Sicherheitsordnung und der globalen nuklearen Ordnung kollabieren. Unberechenbarkeit und Destabilisierung würden zunehmen. Europa muss der Gefahr eines neuen nuklearen Wettrüstens entschieden entgegentreten. Es sollte darauf bestehen, gegen­seitige Anschuldigungen transparent und kooperativ zu verifizieren und, wenn nötig, zusätzliche Stabilisierungsmaßnahmen zu verein­baren, um den Vertrag zu erhalten oder die Folgen der Aufkündigung zu begrenzen.
