Neu-START im Belastungstest: Probleme der Ratifikation des neuen START-Vertrags in Moskau und Washington

Abstract

Das von den Präsidenten Medwedew und Obama am 8. April 2010 in Prag unterzeichnete neue START-Abkommen (New Strategic Arms Reduction Treaty) ist ein entscheidender Markstein für die Wiederaufnahme konstruktiver amerikanisch-russischer Beziehungen und für weitere Bemühungen um die nukleare Nichtverbreitung. Indem es eine neue Obergrenze von 800 strategischen Trägersystemen und 1550 strategischen Sprengköpfen festlegt, vollzieht es einen wichtigen, wenn auch moderaten Schritt in die von Obama gewiesene Richtung einer Abschaffung sämtlicher Nuklearwaffen. Seit Mai 2010 liegt der Vertrag zur Ratifizierung beim amerikanischen Senat und bei der russischen Staatsduma. Ist mit einer erfolgreichen Ratifizierung in beiden Ländern zu rechnen? Welche Kritikpunkte bringen die Gegner vor? Und welche Folgen hätte ein Scheitern?
