Der Kaukasus im Schatten der Pandemie

Abstract

Die Corona-Krise überschattet politische und sozialökonomische Entwicklungen im Kaukasus. Im Südkaukasus, der zum Raum der Östlichen Partnerschaft der Europäischen Union (EU) gehört, verläuft die Infektionsdynamik höchst unterschiedlich. Während Armenien zu einem Epizentrum der Pandemie im Kaukasus geworden ist, zählt Georgien weltweit zu den Ländern mit den geringsten Covid‑19-Infektions- und ‑Todesraten. Selbst wenn es für frühzeitige und konsequente Maßnahmen zur Eindämmung der Infektionsausbreitung gelobt wird, sind die wirtschaftlichen Folgen auch für Georgien erheblich. Die Pandemie trifft im Südkaukasus auf Länder mit schwachen Sozial- und Wirtschaftssystemen, hoher Armut und Arbeitslosigkeit sowie einer großen 'informellen Wirtschaft'. Sie zwingt die Regierungen zu anspruchs­vollen Anti-Krisen-Plänen. In der Nachbarschaft des Südkaukasus liegt ein weiteres Epizentrum der Infektion: Russland. Dessen kaukasische Peripherie, der Nordkaukasus, stellt dabei eine besondere Problemregion dar
