Vertieftes EU-Handelsabkommen mit Tunesien: Gut gemeint ist nicht genug. Schlecht gerüstetes Tunesien und ratlose EU

Abstract

Die EU verhandelt seit 2016 mit Tunesien über ein neues Freihandelsabkommen (DCFTA). Es soll nicht nur beidseitigen Marktzugang für alle Güter ermöglichen, sondern auch für Dienstleistungen und Investitionen. Doch die Hürden für das Abkommen sind hoch. Der EU fällt es schwer, Konzessionen im Agrarsektor zu machen, die für Tunis attraktiv sein könnten. Zudem gibt es Widerstände in Tunesiens Zivilgesellschaft, Wirtschaft und Politik. Ein klug ausgehandeltes Abkommen könnte indes die wirtschaftliche Moderni­sierung und das Wachstum in Tunesien fördern. Dadurch würde die junge Demokratie gestärkt und das Land stabilisiert, was auch im Interesse der EU liegt. 2019 finden Parlaments- und Präsidentschaftswahlen in Tunesien und Wahlen zum Europäischen Parlament statt. Bis dahin sind keine Fortschritte zu erwarten. Die verbleibende Zeit sollte genutzt werden, um in Tunesien einen breiteren Konsens für Verhandlungen herbeizuführen und Tunis zu befähigen, eine eigene Verhandlungsstrategie zu konzipieren.
