Separatismus in Afrika: Die Sezession des Südsudan wird nicht Schule machen

Abstract

Die Unabhängigkeit des Südsudan wird von einigen Mitgliedern der internationalenGemeinschaft und nicht zuletzt der Afrikanischen Union mit gemischten Gefühlenbetrachtet. Zwar hält man die Abspaltung politisch für legitim. Befürchtet wird jedoch,dass von der erfolgreichen Sezession eine Signalwirkung für andere Unabhängigkeitsbewegungenin Subsahara-Afrika ausgehen könnte. Wie begründet ist die Annahme,der »Präzedenzfall« Südsudan könnte separatistische Tendenzen in Afrika befördernund damit langfristig die territoriale Ordnung der Region verändern? Und wie sind indiesem Zusammenhang die Unabhängigkeitsbestrebungen Somalilands zu bewerten?
