Abstract

Die zaghafte wirtschaftliche Erholung 2017 und 2018 hat den Großteil der Bevölkerung in Russland nicht erreicht. Noch immer liegen die real verfügbaren Einkommen deutlich unter dem Niveau von 2014. Dafür ist auch der strikte Sparkurs verantwortlich, an dem Moskau weiter festhält. Die langjährige Misere der Privathaushalte hat einen Boom von Konsumkrediten ausgelöst und merkliche Spuren in der Armutsstatistik und der Geburtenrate hinterlassen. Doch die politische Antwort des Kremls, eine Neuauflage der 'Nationalen Projekte', verhallt bislang wirkungslos. Immer klarer zeigt sich, wie wenig die russische Führung der wirtschaftlichen Stagnation entgegenzusetzen hat. Gleichzeitig ist der Kreml nicht zu einer großzügigeren Sozialpolitik bereit. Das erzeugt Unmut in der Bevölkerung, auch weil außenpolitische Erfolge die Stimmung im Land kaum noch beeinflussen.
