Erfolg der russischen Systemopposition bei den Regionalwahlen: Moskau sieht in den jüngsten Wahlergebnisse ein Warnsignal

Abstract

Der sogenannte Einheitliche Wahltag am 9. September 2018, an dem in 22 Regionen Russlands neue Gouverneure gewählt wurden, brachte einige Überraschungen. In vier Regionen erreichten die vom Kreml unterstützten Kandidaten keine Mehrheit. Unmut über die wirtschaftliche Stagnation und die höchst unpopuläre Rentenreform schlägt sich in diesem Ergebnis nieder. Der Teilerfolg der Systemopposition, die die etablierten Machtverhältnisse nicht in Frage stellt und nur moderate Kritik am Kreml übt, stellt keine Bedrohung für die Stabilität der russischen Führung dar. Und doch wird der unerwartete Wahlerfolg Konsequenzen für das politische System Russlands haben: Der Kreml wird seine Strategien des Machterhalts noch verschärfen.
