Das schwierige Verhältnis zwischen Russland und der Ukraine: Verschlechterung mit Lichtblicken

Abstract

Die ukrainisch-russischen Beziehungen haben sich in den letzten Monaten wesentlich verschlechtert. In den ukrainischen Medien wird mittlerweile sogar offen über die Möglichkeit eines militärischen Angriffs durch Russland diskutiert. Problembehaftet sind neben energiepolitischen Fragen die Entwicklung auf der Halbinsel Krim, die Zukunft der Schwarzmeerflotte sowie unterschiedliche Deutungen der Geschichte des 20. Jahrhunderts. Die Verschlechterung erreichte einen vorläufigen Tiefpunkt mit einem offenen Brief des russischen Präsidenten Medwedew an seinen ukrainischen Kollegen Wiktor Juschtschenko im August. Seitdem werden zwar auf beiden Seiten versöhnlichere Töne angeschlagen, aber die Gründe für die Schwierigkeiten im bilateralen Verhältnis werden in absehbarer Zeit nicht verschwinden. Der bis Januar 2010 laufende Präsident-schaftswahlkampf in der Ukraine birgt die Gefahr einer erneuten Polarisierung
