Wie weiter mit den Verhandlungen über Antifahrzeugminen?

Abstract

Vom 7. bis 17. November 2006 fand in Genf die 3. Überprüfungskonferenz zum VN-Waffenübereinkommen statt. Ein Ziel der Konferenz war die Verabschiedung eines neuen Protokolls zum VN-Waffenübereinkommen über das Verbot oder die Beschränkung des Einsatzes und Transfers von Antifahrzeugminen. Die Verabschiedung des unter anderem von Deutschland und den USA unterstützten Protokolls scheiterte jedoch vornehmlich am Widerstand Russlands, Chinas, Pakistans, Kubas und Weißrusslands. Sind die Verhandlungen über Antifahrzeugminen damit gänzlich gescheitert? Was kann Deutschland tun, damit doch noch ein völkerrechtliches Abkommen zur humanitären Rüstungskontrolle von Antifahrzeugminen möglich wird? Sollten darauf gerichtete Verhandlungen innerhalb oder außerhalb des VN-Waffenübereinkommens erfolgen? (SWP-aktuell / SWP)
