Abstract

Am 10. Dezember 2004 hat die japanische Regierung das neue Programm zur Nationalen Verteidigung (National Defense Program Outline; NDPO) verabschiedet. Dieses wichtigste Grundlagendokument der japanischen Streitkräfte schreibt Einsatzdoktrin sowie die zur Umsetzung benötigten militärischen Fähigkeiten fest. Viele Beobachter bewerten es als Beleg für eine Neuorientierung der japanischen Sicherheits- und Verteidigungspolitik. Ist diese Bewertung aber berechtigt? Und welche Implikationen hätte dies für die regionale und globale Ordnung? (SWP-aktuell / SWP)
