Neuer Impuls für die EU-Asylpolitik? Möglichkeiten und Grenzen des neuen Unterstützungsbüros für Asylfragen

Abstract

Bis zum Jahr 2012 soll das Gemeinsame Europäische Asylsystem vollendet werden. In der Praxis ist davon noch nicht viel zu sehen: Ob Flüchtlinge wirksamen Schutz vor Verfolgung finden, hängt immer noch davon ab, in welchem Mitgliedstaat sie ihren Asylantrag stellen. Zudem gibt es keine gemeinsame Antwort auf die ungleiche Flüchtlingsbelastung der 27 Mitgliedstaaten. Im Mai 2010 haben daher das Europäische Parlament und der Rat beschlossen, ein Europäisches Unterstützungsbüro für Asylfragen einzurichten, das die Bemühungen um eine gemeinsame Asylpolitik unterstützen soll. Der Einrichtungsbeschluss ist technisch detailliert, bleibt aber inhaltlich vage. Ursächlich dafür sind divergierende Interessen der Mitgliedstaaten. Soll sich aber die Erwartung erfüllen, dass das Büro das EU-Asylsystem verbessert, müssen sie einen Konsens finden
