Der ( Wieder-)Aufbau der Afghanischen Nationalarmee: Ausweg für die NATO oder Menetekel für Afghanistan?

Abstract

Die sinkende Zustimmung der Bevölkerung in den truppenstellenden Entsendestaaten der NATO und die amerikanische Kontroverse über eine weitere Truppenverstärkung haben eine Diskussion darüber verursacht, mit welcher Strategie und in welchem Zeitrahmen ein Ausstieg aus dem Engagement in Afghanistan ermöglicht werden kann. Eine der unverzichtbaren Bedingungen auf dem Weg zu selbsttragenden Sicherheitsstrukturen ist der Aufbau afghanischer Sicherheitskräfte, insbesondere der Afghanischen Nationalarmee (ANA), deren Ausbildung die NATO unterstützt. Schrittweise sollen afghanische Truppen die Verantwortung für die Sicherheit ihres Landes übernehmen. Wie ist deren aktuelle Leistungsfähigkeit zu bewerten und welche Perspektiven ergeben sich mittel- und langfristig? Bietet eine gut ausgebildete ANA als Teil des afghanischen Sicherheitsapparates einen Ausweg, um das militärische Engagement der NATO zu verringern, oder ist damit das Menetekel drogenfinanzierter Milizen verbunden, die erneut die Bevölkerung terrorisieren könnten, sobald sich die NATO zurückgezogen hätte?
