Brasilien und Biokraftstoffe: Chancen und Stolpersteine für eine engere Zusammenarbeit mit der EU und Deutschland

Abstract

Biokraftstoffe sind zum Vorzeigeprodukt und Top-Thema der internationalen Agenda Brasiliens avanciert. Seit einigen Monaten betreibt das Land eine beispiellose Kampagne für Bioethanol und Biodiesel auch in der EU. Erst kürzlich hat Agrarminister Reinhold Stephanes in Berlin für brasilianische Biokraftstoffe geworben. Aufgrund seiner langjährigen Erfahrung mit der Produktion von Biokraftstoffen, seiner besonders günstigen klimatischen Bedingungen und der zur Verfügung stehenden ertragreichen Flächen ist Brasilien ein attraktiver Partner für Länder mit hohem Energieverbrauch. Anfang Juli 2007 ging die EU denn auch mit Brasilien eine strategische Partnerschaft ein, die eine engere klima- und energiepolitische Kooperation umfassen soll. So attraktiv diese Partnerschaft auf dem Papier auch erscheinen mag, für eine echte Zusammenarbeit mit Brasilien sind noch einige Stolpersteine aus dem Weg zu räumen. (SWP-aktuell /SWP)
