Die südamerikanische Staatengemeinschaft: Ein neuer Partner für die EU in Lateinamerika?

Abstract

Im Rahmen ihres dritten Gipfeltreffens am 8. Dezember 2004 im peruanischen Cuzco haben die Präsidenten Südamerikas die Gründung einer südamerikanischen Staatengemeinschaft beschlossen. Sie folgen damit dem auf dem ersten südamerikanischen Gipfel in Brasilia im August 2000 formulierten Plan, die Kooperation der Länder Südamerikas zu intensivieren und vereint eine aktivere Rolle in der internationalen Politik zu spielen. Mit der neuen Staatengemeinschaft werden die bislang nur auf ökonomischem Gebiet kooperierenden Integrationsverbünde der Andengemeinschaft und des Mercosur politisch zusammengeführt. In ihr könnte der EU ein neuer Dialogpartner in Lateinamerika erwachsen, der für die Weiterentwicklung der strategischen Partnerschaft beider Regionen große Bedeutung erlangen könnte. Voraussetzung dafür wird jedoch sein, daß den vielfältigen Fallstricken für ein erfolgreiches Funktionieren der neuen Staatengemeinschaft ausgewichen werden kann. (SWP-aktuell / SWP)
