Führung statt Dominanz: Die neue US-Raumfahrtpolitik sucht internationale Partner

Abstract

Die Raumfahrt hat für die Vereinigten Staaten seit dem Ende des Kalten Krieges an visionärer Strahlkraft verloren, obwohl ihre Abhängigkeit von weltraumbasierter Infrastruktur, zivil wie militärisch, gewachsen ist. Angesichts enormer Staatsverschuldung, schrumpfender Haushalte und zunehmender Konkurrenz - im kommerziellen Sektor, aber auch bei sicherheitspolitisch relevanten Technologien und Anwendungen - setzt die Obama-Administration mit der neuen Weltraumpolitik (National Space Policy) auf einheimische, wettbewerbsfähige Industrie ebenso wie auf internationale Zusammen-arbeit. Für Deutschland und Europa ergibt sich damit die Möglichkeit, sicherheitskritische Programme, etwa solche für die Überwachung des Weltraums und für globale Satellitennavigation, in transatlantischer Kooperation zu gestalten
