Ein neues EU-Russland-Abkommen: Sicherheitsfragen dürfen Energiethemen nicht untergeordnet werden

Abstract

Der EU-Russland-Gipfel am 26. und 27. Juni im russischen Chanty-Mansijsk ist als offizieller Auftakt der Verhandlungen über ein neues Abkommen vorgesehen, mit dem das Verhältnis zwischen der EU und Russland neu justiert werden soll. Der Termin fällt in eine Phase, in der die beiderseitigen Beziehungen in einem Maße mit Problemen der Energieversorgung in Verbindung gebracht werden, dass diese Probleme andere Aspekte der Beziehungen zu überlagern drohen. Russland hat in den letzten Monaten erkennen lassen, dass es auch Sicherheitsaspekte zu den Schlüsselthemen des Verhältnisses zählt. Dies sollte nicht nur in den Verhandlungen seinen Niederschlag finden. Gefragt ist eine flexible und mannigfaltige Vorgehensweise, die Vertrauensbildung mit konkreter Zusammenarbeit kombiniert. Das Abkommen sollte als Teil einer breiteren EU-Strategie gegenüber Russland fungieren, die auch die USA und die Nato einbezieht
