Ukraine - die zweite Transformation

Abstract

Unabhängig vom Ausgang der für den 26. Dezember 2004 anberaumten Wiederholung des Stichentscheids der ukrainischen Präsidentschaftswahl erfährt das politische System der Ukraine momentan einschneidende Veränderungen. Nach der Unabhängigkeitserklärung der Ukraine am 24. August 1991 und der unvollendeten Transformation vom kommunistischen zu einem semi-autoritären Regierungs- und Gesellschaftssystem eröffnet sich mit der am 8. Dezember 2004 durch das ukrainische Parlament verabschiedeten Verfassungsreform nun die Chance zu einem echten demokratischen Wandel von einem präsidentiellen zu einem parlamentarischen Regierungssystem. Zugleich könnte die Ukraine dadurch zu einem Modell für die anderen GUS-Staaten werden. (SWP-aktuell / SWP)
